The level for having a stroke or heart attack differs from person to person. You can have a stroke with normal blood pressure and you can have a heart attack with normal blood pressure. We normally say your blood pressure should be 120/80, and increasingly we believe that it should never be higher than that—keeping it a little lower is a good idea.
